Arty was a seal at the North Pole. The Madballs encountered him in the eighth issue of the comic book. After being defeated by Gail Warning, the Madballs are found by Arty and a penguin. The two then help the Madballs thaw out and recover their strength so they can retaliate against Gail Warning.
